Every year the great diversity of entries within the Public Sector, Services and Utilities category makes it a difficult Award to judge. The leading entries came down to British Gas, The Defence Storage and Distribution Agency (DSDA), and – the entry that could win an Award for the length of its title – National Offender Management Services (NOMS) in partnership with DHL Supply Chain and Booker Direct.
Over a period of eighteen months, British Gas transformed its supply chain from a restricted distribution service to a fully integrated operation, linking procurement, distribution and engineering functions.
The DSDA has successfully created and implemented an innovative reverse supply chain process that will now be the norm for military operations. A small team of DSDA logistics professionals – comprising MOD civil servants and military personnel – has been used to return millions of tonnes of equipment from Iraq to the UK or move material on to Afghanistan.
Then there was an entry that claimed to revolutionise the provision of “Retail Services” to the National Offender Management Services. Through a network of Workshops within prisons a pick, pack and distribution process has been orchestrated that gives meaningful employment, training and rehabilitation opportunities for over 600 prisoners across all 132 prisons within the government network. NOMS has had to adapt to enable its commercial partners to deliver a service for profit, modifying guarding and access arrangements to suit. Likewise the partners have had to recognise the constraints of the NOMS regime and have adapted too. The judges say, “The level of co-operation required to achieve the results they have has been deep and enduring.”
The scores were very close between all three. But on the five core disciplines NOMS scored the highest – so the Award had to go to them.
